Expert Potions cannot be crafted early in the event. You must wait until around Cycle 22 and above (after Sucrose's Advanced Exam) and level up your ingredients before it becomes possible to reach the Expert tier.
You can't craft an Expert Potion from the start due to the limitations of the quality of the ingredients. You have a better chance of crafting high-quality Potions after you buy all the supplies and upgrades from Freda. Also, you have to wait until Cycle 22 before it becomes possible to craft Expert Potions.
