To craft a Nano Suit, you need to go to a Repair Console, which is usually found in a Supply Camp. In the console, go to the Nano Suit section and you will find a whole list of outfits. You can craft the outfit in question right away if you have the right materials.
Just so you know, you can also craft Nano Suits through Lily. For those who don't know, Lily is an Engineer NPC who can give you access to the Repair Console once you've completed Xion, the Last Remaining City.
