Push notifications are managed on a per-app basis. You can turn off notifications from a specific app, but there is no global setting to turn off all notifications. You can also manage how you are notified by each app.
From the iPad home screen, tap the Settings app.
Tap the app you want to manage to open a screen with the notification settings for that app.
