This article explains how to add specific email addresses to the Safe Senders list in Outlook Mail. Email addresses (and domain names) entered into the Safe Senders list will always end up in your inbox instead of the spam folder.

To choose which addresses Hotmail should never send emails to spam, open the Safe Senders List and type the email addresses into the list.
You can remove email addresses and domains from your Safe Senders list by selecting them and clicking the trash can button. Doing this won't necessarily send emails from those senders to your spam folder, but will instead return them to a normal email status, either going to spam or not, depending on how Outlook.com interprets the message.
Think carefully about which email addresses you put on your safe senders list. For example, it's probably perfectly safe to let all Gmail.com emails through to your inbox, but if you clutter your safe senders list with too many "unofficial" domains, such as foreign domains or domains you've never heard of, you can expect your inbox to be filled with junk mail as well.
