When you want to display text on top of a video while the video is playing, you need to make sure the two objects are arranged correctly.
Insert the video into the presentation. Make sure there is a blank area on the slide where the video will not appear. If there is no blank area on the slide, you will not be able to make the text box appear while the video is playing.
Go to Insert and select Text Box from the Text group.
