There are only a couple of ways to remove iCloud Activation Lock from an iPad. The easiest way is if you have access to the Apple ID username and password that were originally used to activate the device. You may have this because it is your device, or you may be able to contact the person who sold you the iPad. In that case, follow these steps to complete the process of removing Activation Lock:
Ask the person who originally activated the iPad for your Apple ID username and password. They may not want to give you this information because it could give you access to their account, so you may have to physically give them the device.
Start up the device and, when the Activation Lock screen appears, enter your original Apple ID username and password (or have the person who sold you the iPad do so).
