Microsoft Surface Pro 8: How to force a restart (can't restart or shut down?)
The easiest way to restart is through the Start menu, as long as your Surface is responding.
Tap Start in the lower-left corner of your desktop. The Start menu will appear, displaying several new options just above the Windows icon.
Select the power button, or the word Power if you see it. A new menu will appear with several options.
