The underground water overlay is activated from the construction menu. Open the construction menu by pressing the construction button at the bottom of the screen. It is the second button from the left and has a hammer on it.
After you open the construction menu, a small list of overlays will appear in white letters on the right side of the screen. The second overlay in this list is "underground water". Press this button to activate the underground water overlay. The text will change to yellow when the overlay is activated.
