To unlock the Overseer's Office in Fallout Shelter, you'll need to have 18 dwellers in your Vault. Once you have 18 dwellers, you can build your Overseer's Office anywhere you have the space for it (it's only one room, but it's the size of two). It costs 1,000 Caps. Despite the cost, it's worth building once you unlock it for its use.
In the Overseer's Office in Fallout Shelter, you'll see three screens that display your Vault's resource levels. Unlocking it will unlock the ability to accept quests and venture out into the Wastelands for Caps, blueprints, and other needed items.
