You use the Sensor in WuWa after equipping it with the Utility Wheel.
If you haven't unlocked it yet, you can get it by simply completing the main story missions. The mission you need to complete to get Sensor is Echoing Marche. It is the 4th main mission overall and is Act 2 of Chapter 1.
