Saying “Ok Google” offline will still launch Google Assistant, but you may experience some issues.
Speech recognition may be less accurate when you are offline, and Google Assistant may not be able to access the services you request. To solve the second problem, you should download all the relevant data in advance. For example, download all the music you want to listen to and download the maps of all the areas you want to navigate.
Google Assistant's speech recognition can be inaccurate when used offline, though you may get lucky if you have an accent that the Assistant finds particularly easy to understand. Unfortunately, there doesn't currently appear to be a way to fix this issue if you're experiencing this problem.
