You can share tweets with your circle, and the people you add to it can respond to them by liking and commenting on them.

None of the Tweets you share with a Twitter Circle are visible to anyone outside the Circle, so no one else on Twitter can see your Circle Tweets or even know if you've shared one with your Circle. Anyone on Twitter can create their own Twitter Circle. While a user can belong to multiple Circles at once, they can only create one. You can add up to 150 people to your Twitter Circle, and once you reach the maximum limit, you'll have to remove someone to add new users to your Circle.
