Adobe Photoshop is not a vector graphics editor. Adobe Illustrator can do that job just fine. But what if you have one of the basic Adobe Creative Cloud plans? Or if you only have a Photoshop plan?
Photoshop has a few tools that let you draw vector shapes and paths from scratch. You can now even select multiple paths and change their appearance with features like Live Shape Properties. Still, learning how to vectorize an image in Photoshop takes a bit more effort.
Vector graphics can be scaled to any size, unlike a photograph which will pixelate if there is a change in resolution. They consist of paths that look like "lines" drawn with mathematical equations that are scalable to any resolution.
