To visit both Cliff Houses and The Other Windmill, you must visit both locations once. The only requirement for this quest is that you visit both locations once, so you can either travel to both in the same match or visit both locations in separate matches.
For this quest, all you need to do is officially enter both Landmarks to complete the task. It can sometimes be tricky to tell when you're actually visiting a Landmark, so always look for the pop-up in the bottom left corner that appears whenever you enter a major POI or Landmark. You can also check your quest progress to see if either location is checked if you think you missed the pop-up.
