To make and receive calls on Google Voice, you need a Google Voice number. It works just like any other phone number, and you can give your Google Voice number to people to contact you.
In addition to free calling between computers worldwide, Google Voice users can call landlines and mobile phones, but not for free. Calls to phones within the US and Canada remain free, however.
Google Voice calling rates are among the cheapest on the market, at two cents per minute for a call to a mobile number in France and one cent per minute to a landline. These rates are cheaper than Skype's rates, which include an additional connection fee; however, Google Voice's rates are more expensive than Nymgo's, which offers calls for less than one cent per minute.
