If you ask me, joining the Circle of Fortune is a wise choice, as it increases the drops you get from defeating an enemy. Additionally, this faction also allows you to search for prophecies that help you find better items such as legendary gear, etc. Sounds intriguing, right?

In order to join the Circle of Fortune Faction in the Last Epoch, you must first reach level 9. This should also be the point at which you are in the Divine Era. In this era, go to the Maj'Elka Upper District and talk to an NPC named Zerrick. He will introduce you to both factions and give you a brief description of them.

Note: You visit Maj'Elka District once before reaching level 9. However, at that time, the Factions feature is not available. So being in the Divine Era is a major requirement for joining a Faction.
