Red Sands is the primary location for Tungsten Ore. It is a high level area (level 40+), so be prepared for stronger enemies.
The Pickaxe you need to mine Tungsten Ore is the Alloy Pickaxe. To craft it, unlock Aluminum Ingots and Alloy Pickaxes from Tier 4 from the Infrastructure tab in your Memetics menu. You will need 7 Ciphers and 2000 Energy Links to do this. Then, craft the Alloy Pickaxe at an Intermediate Supplies Workbench.
