Riot Games is still trying to find a sweet spot for League of Legends death timers on Summoner's Rift. As the balancing quest continues, League developers will increasingly challenge how long players can stay dead early.

Starting with League Patch 14.16, players who die in the first nine levels of games on the Rift will have an increased wait time before they can return to action. First, it will be four seconds longer between levels one and eight. After that, all deaths at level nine will be extended by two seconds. Level 10 and above will remain the same.
In addition to the timer changes, Riot will also be adjusting the Death Homeguards, making the gameplay loop more about running back to the lanes.
These big changes, now added to the League PBE, aren’t just a flat numerical tweak; the Rift has a mechanic that plays with the amount of time dead players spend in the fountain as playtime ticks down. Should any unlucky players remain below level nine by the time this comeback feature kicks in at around the 15-minute mark, they’ll be affected. Otherwise, things are pretty evenly distributed.
