Here's how to make text stand out using Photoshop Elements:
Start by opening the photo you want to work with and use the text tool to add text wherever you want on the image.
Open the Layers palette, if it's not already visible (Window > Layers), and Ctrl-click (Command-click on Mac) the T thumbnail for the text layer. This will create a selection marquee around your text.
