Mario Kart 8 has added new characters to the game and players have been looking for ways to unlock them. Before this addition, the game had 42 characters but that number is soon to change to 50. You will need to purchase the Booster Course Pass DLC to get the new characters in Mario Kart 8 Deluxe. There is a chance that they will add unlock criteria for them when they launch. But we can safely assume that Birdo will be unlocked and ready to select.
There are two ways to get the Booster Course Pass DLC. You can purchase the Booster Course Pass DLC for $24.99 USD. Or, you can also purchase the Nintendo Switch Online + Expansion Pack membership to get the Booster Course Pass as well.
As for the unlock criteria for new characters, it could be similar to what you had for unlocking Rosalina, Toadette, Larry, and more. That is, you might have to get Gold in Grand Prix mode.
