Not much is known about Ara-Kara, City of Echoes yet, but you can find the entrance in the Azj-Kahet zone in Khaz Algar. It's apparently a Nerubian-themed dungeon similar to Ahn-Kahet in Wrath of the Lich King. There are four bosses: Avanoxx, Anub'Zekt, and Ki'katal the Harvester.
