To trigger an ongoing Cargo Scramble event in Once Human, you need to completely destroy the truck that spawns at its location. You can see the event location as a red truck icon on your map.
The truck in the Cargo Scramble event will continue to move until you destroy it. Once you are at the location, continue damaging the truck with your weapons or explosives until it stops moving.
