Before I begin, I would like to say a few brief words in advance:
Okay, in order to run a dedicated server, you need to create a folder somewhere on the drive you want to run the Soulmask server from. That location is the root of your drive, that is NOT somewhere like ProgramFiles(x86).
To get there, open Explorer (you can do this by searching for 'This PC' in the Windows search bar) and simply open the drive where you want to install the server. You can see the images below for an example of this.
