You can download it for free from Github (and pay whatever you want if you want to support the developers). Once installed, it will appear in your menu bar, but you will need to set your keyboard shortcuts and decide whether or not you want to require mouse clicks before you can use the application.
You can choose a single or combination of modifier keys for your shortcut, including Command, Control, Option, and Shift. Simply hold down your chosen modifier and move your mouse over a window and it will either move or resize. By default, you don’t even need to click the mouse, but you can change this in the settings; this allows you to do things like hold down a single hotkey and use the left and right mouse buttons to move and resize. It’s all very flexible.
By default, resizing happens from the bottom right corner, regardless of where your mouse is. You can also select the Use Quadrants option and the window will resize based on the corner your cursor is at. I personally find this much easier to manage, so I'm glad the option is there. You can also specify whether the window you're moving or resizing should be the active window. It's nice to see such a simple application built in such detailed controls.
