The meta of Teamfight Tactics Set 11 still needs some work, and the developers are ready to test Patch 14.9's balancing changes on the PBE servers.

Patch 14.9 is a major TFT Set 11 Inkborn Fables update, which falls between the first two Tactician's Cup tournaments. A B-patch for 14.8 fixed some balance issues for the first Tactician's Trials and Cup, but there is still room for improvement, such as a Lissandra nerf. The 14.9 update also includes 20 new artifacts and five support items.
Buffs were applied to four-cost Set 11 champions through Patch 14.8, leading to a B-patch and Patch 14.9 rolling odds changes. All balance changes are subject to change before the update hits live servers on May 1st, and all early patch notes are through the 14.9 Patch Rundown courtesy of game design director Stephen “Mortdog” Mortimer.
