Head of State is a political satire featuring anthropomorphic animals. As you play, you will implement policies to bring your political party from anonymity to power in order to secretly overthrow the government. You must be clever in implementing policies to increase power in different regions of the country while suppressing any form of dissent. You will increase your prestige in stages to unlock newer and more effective policies as you attempt to gain enough power to spark the revolution without your coup being suppressed.
While you can implement policies, the game wants you to play in a way that you probably wouldn’t govern — as a rogue tyrant trying to spark a political revolution. Additionally, the game seems to have a unique sense of multi-party politics that more closely resembles a parliamentary system; your party is given power at multiple levels.
