If the call only rang once or twice, it could mean that the caller missed the call, perhaps because he or she wanted to reach your voicemail. He or she can leave a message explaining the reason, such as, "Hi, I need to talk to you, but I don't want to use up my credit, so please call me back."

It can be considered rude to not answer a call, but it depends on the context. Whether it’s because you don’t want to be disturbed, you’re driving, or for some other reason, it’s good to be honest with callers. If you can’t make the call, just tell them. If you can, send them a text message to let them know, or better yet, set up an automatic reply to your voicemail.
