A couple of issues can cause this problem in a Canon camera. First, make sure you are charging the battery and inserting it correctly. Even if the battery is placed in a charger, it is possible that the battery is not inserted correctly. Or, the charger may not be plugged into a wall outlet correctly, which means the battery is not charged.
Make sure the metal terminals on the battery are clean. Use a dry cloth to remove dirt from the terminals. If the battery cover is not closed properly, the camera will not turn on.
In this case, it is possible that you accidentally opened the battery cover while using the camera. In that case, close the battery cover properly. Then turn the camera on and off, and the lens should retract.
