Valve has made it clear that there are no plans to release exclusive Steam Deck games. According to them, it is a PC game and should be able to play games just like on a PC.
Valve confirms Steam Deck will not have exclusive games
Exclusives are fairly common across various gaming consoles, but Valve wants nothing to do with that for the Steam Deck. The company has made it clear in an FAQ for the handheld that it sees the Steam Deck as a PC (and not a console) and plans to treat it as such.
The Steam Deck is intended to function as a handheld gaming PC, so it makes sense that Valve would want to avoid exclusivity. As IGN notes, the Steam Deck is essentially a PC in handheld form, capable of playing both Steam and non-Steam games.
Gaming consoles like the Playstation 5, Xbox Series X, and Nintendo Switch all operate slightly differently, making cross-platform development difficult. On the other hand, aside from general performance differences between hardware, what works on one PC should work on another.
