There are two main ways to improve relationships in Wartales, which take place either in battle or in camps. When two characters fight side by side in battle, kill an opponent someone is busy with, or heal a companion, they have a chance to improve their relationship. And in the evening, when characters sit around the campfire together, their relationships will slowly improve.

You also occasionally get a campfire interaction event (a character gets a ? above them after resting) at the end of a rest at camp. These give three options, sometimes strengthening relationships, while other options can unlock new abilities (be careful, abilities can be negative too). If characters aren't assigned to workstations, make sure the four campfire slots are filled. These seem to be random and not at all dependent on party size.
