In Windows, commands are usually entered through a command line interpreter, such as the Command Prompt or the Recovery Console.
Commands must always be entered exactly into a command line interpreter. Entering a command incorrectly (incorrect syntax, misspellings, etc.) can cause the command to fail or, worse, execute the wrong command or the correct command in the wrong way, which can cause serious problems.
There are many types of commands and many sentences that use the word command that probably shouldn't because they're not really commands. It can be quite confusing.
