Soft Blocking is essentially temporarily blocking someone and then unblocking them to remove them as a follower without them knowing. If you remove a follower immediately, Twitter will notify them. However, since Twitter doesn’t notify them when you block them, a quick action of blocking and unblocking has the net effect of removing a follower without them knowing.
