The level 120 Spearback King bear is located by the river between the Plateau Ruins and Waving Battlefield in the Whining Aix's Wuthering Waves region. To reach the location, fast travel to the Illusive Realm or the Port Gunchao fast travel point and then walk to the marked location to find the bear.
Once you finally reach the bear, it's quite a challenge to defeat him. He was able to take out two of my level 40 characters in one shot because I underestimated him, but I quickly learned my lesson and was able to defeat him by focusing on chipping away at his health with ranged characters.
