How to Get a Fishing Rod in Eiyuden Chronicles Hundred Heroes
After you complete the introductory section of Eiyuden Chronicle: Hundred Heroes, you can explore more freely. Once you receive the quest The Watch Captain's First Job, you can start learning how to fish.
Leave Eltisweiss and follow the road east, north, and west until you see Fort Xialuke to your north (see the map above). Enter the fort (you can recruit Yusuke along the way). If you go all the way through the fort, you will end up in Grum County-North.
Continue through the area and enter Arenside, which you will recognize as the village where you started the game. Return to the hut where you started the game, which is in the northwest corner of the village, and then head south and across the river (this path was black when you were here before).
