You'll find the Feilian Beringal Boss in Wuthering Waves in Giant Banyan, the white frost poisonous area of the Dim Forest.
The nearest Resonance Beacon that you can use to fast travel to is the Huanglong-DimForest-Giant Banyan, which is located northwest of the boss fight.
