The second phase of Wuthering Waves update 1.1 includes a new five-star character called Changli and an accompanying mission, in which you must find a spot next to a ring and hanging eaves.

Immortal Blaze is Changli's companion quest in Wuthering Waves that you unlock after completing Chapter One, Act Seven, in the Mt. Firmament region. The quest begins in the city of Hongzhen, where you'll encounter a storyteller and his listeners. After listening to his stories, you must find the spot next to a ring and hanging eaves to progress through the quest.

Helping Changli and completing her companion quest isn’t easy, but by completing her character quest, you can earn huge rewards that will make all your efforts worthwhile. After completing the entire Immortal Blaze quest, here are the rewards you can get:

The target area is located in the city of Hongzhen in the Mt. Firmament region. Head north from the quest start point and find an NPC named Tanchuan standing next to a building. He is wearing sunglasses and a large hat and is carrying a huge backpack. Use the Grapple mechanic to climb to the top of the building, where you will find a yellow glowing beam on the roof. Approach the glowing beam and the cutscene with Rover will begin, where you will be given a new quest to meet Changli at a different location.
