The Zenless Zone Zero gacha system, Signal Search, is initially locked behind the main story. This means that you won't be able to summon new Agents and W-Engines right away. However, if you follow the main story, you can start summoning fairly quickly.

Here's when you can start using ZZZ and how to unlock the feature.
You unlock ZZZ's pull feature, called Signal Search, just before completing the Complete General Chop and Susie's Commissions in the Main Prologue: Business x Strangeness x Justnesss. This is the very first quest you'll do after the tutorial.
The Signal Search feature, located at the top right of your screen, resembles a colorful TV icon. Once you click on it, you’ll have access to all of the current banners, including the recommended and default ones. Selecting a banner will show you more details, including what it’s likely to call up.
