Senator Ramon Revilla Jr. said he would investigate the cause of the severe flooding in Metro Manila and surrounding areas during the onslaught of Typhoon Carina, despite the Department of Public Works and Highways (DPWH)'s multibillion-dollar flood control budget.

Revilla said he was tasked with leading the investigation – as chairman of the Senate Public Works Committee – into the flooding that followed heavy monsoon rains caused by Typhoon Carina.
“Bubusisiin natin, current chairman of the Public Works Commission, has decided to cooperate with the next step,” Revilla said.
Revilla said he has advised the DPWH and the Metropolitan Manila Development Authority (MMDA) to clean the canals and other waterways to ensure proper drainage of floodwaters into the sea.
