The House of Representatives has opened the new HRep Custodial Center (HCC), a special facility to hold individuals found in contempt of court by House committees during their investigations.

House of Representatives Secretary General Reginald Velasco, who unveiled the construction markings for the HCC last Wednesday, said the building strengthens the integrity of the investigative processes that House committees use in drafting legislation.
“We are unveiling a building marker that transcends its physical form. It is not simply a metal sign with information about the building and its guard facilities. It symbolizes something much more profound. It is a testament to the unwavering commitment of the House leadership to upholding rights and dignity — a commitment we take very seriously,” Velasco said.
Retired police Major General Napoleon Taas said this was the first time the House had a facility specifically for people held in contempt by the committees.
