Bureau of Immigration (BI) Commissioner Norman Tansingco said on Thursday, June 22, that he is considering sanctions against an airline over a security breach involving a Congolese passenger who managed to leave the Ninoy Aquino International Airport (NAIA) despite being denied entry.

“This is a serious breach of security as the individual was denied access to the airport yet was able to leave the airport undetected,” Tansingco said in a statement.
“By law, it is the airline's responsibility to keep him safe and ensure he gets back on his flight,” he added.
Tansingco said Congolese Tshapa Guimick Basaga, 31, was denied entry into the country on June 18 last year after arriving from Ethiopia because he was likely to become a public nuisance.
