The Senate on Wednesday (July 31) ratified the report of the bicameral conference committee, the third version, after both houses of Congress met three times to coordinate their versions.
A controversial provision – which required seafarers to post a bond in successful cases against their employers – was dropped from the earlier version of the bill because it was considered anti-seafaring.
This is because the provision would not make the cases directly enforceable, as an enforcement bond would have to be paid so that the employer can appeal to the higher courts.
