Members of the Makabayan bloc have jointly submitted a proposal for a unified scheme for the refund and rebooking of air tickets affected by prolonged natural disasters or pandemics.

The lawmakers said the current rules and regulations for rebooking and/or refunding travel are based solely on unilateral guidelines set by the airlines themselves.
“Regulators and authorities did not foresee the enormous impact of the pandemic on airlines and their passengers. The current Air Passenger Bill of Rights did not foresee this pandemic, and as legislators we will institutionalize measures that the situation deems appropriate,” the explanatory memorandum to the bill reads.
Bill 8556 was similar to the measure filed by members of the Makabayan bloc in the previous Congress.
