Members of the so-called Young Guns in the House of Representatives urged Davao City Rep. Paolo Duterte to attend the committee hearings and defend his measure requiring hair follicle drug testing for elected and appointed government officials, including the president.

During Tuesday's press conference, House Majority Vice Speaker Margarita Nograles, a PBA party delegate, stressed the importance of Duterte personally defending the measure he filed in both the committee and the plenary session and not delegating it to other members of Congress.
“If you are the author of a bill, you really have to show up, defend it and explain why you want it to pass — first to the committee members and then in the plenary session so that the majority of the House members support it. So, if you are a legislator, you have to tackle the bill the best you can,” Nograles said.
Amparo Maria Zamora, assistant chair of the House of Representatives and representative from Taguig City, shared a similar sentiment.
