Senator Robin Padilla has asked the Supreme Court to set oral arguments as soon as possible in his petition to resolve the issue of whether both houses of Congress should vote jointly or separately on amendments to the 1987 Constitution.

Padilla filed an emergency motion on Wednesday (August 7) to prepare the case for oral arguments, in his capacity as a sitting Senator of the Republic, two days after he filed a petition for a declaratory judgment on constitutional issues relating to Sec. 1(1) and 3, Art. XVII of the Charter.
“In order to clarify the issues in the petition and to emphasize certain legal points, the petitioner respectfully requests this Honorable Court to schedule the matter for oral arguments at a time and date most convenient to the Honorable Court,” the petitioner said in his motion.
Padilla, chairman of the Senate Committee on Constitutional Amendments and Code Review, added that his motion “was filed in good faith and is not intended to delay the proceedings in this case.”
