According to BBC, police described the incident as a "savage knife attack" that took place on the street of a daycare center. The same report states that 11 children were attacked. Of the 11, 3 children were killed and 5 others are in critical condition. Two adults were also seriously injured.
Authorities are not treating the attack as terrorist-related. A 17-year-old boy has been arrested by police in connection with the attack. The BBC reports that his parents were from Rwanda. The boy was born in Cardiff and later moved to Banks in Lancashire.
