National Unity Party president and Camarines Sur Rep. Lray Villafuerte has called for the swift approval of a measure to regulate artificial intelligence (AI) ahead of the 2025 midterm elections.

“The warning of (DICT) Secretary Ivan John (Uy) on the threats posed by deepfakes and generative AI tools to the electoral process should prompt us, lawmakers in both the House of Representatives and the Senate, to write new legislation regulating the use of AI technology during this third and regular session of the 19th Congress,” Villafuerte said.
During the Malacañang Insider program, Uy addressed the rise of “scamdemic” using deepfake and generative AI tools. He said: “Deepfakes and generative AI tools also pose a threat to the electoral process when unscrupulous individuals use them for political gain.”
Villafuerte filed House Bill 10567, which seeks to penalize producers or distributors of “deepfake” audio, visual or audiovisual materials who fail to disclose that they are deepfakes or AI-altered presentations. Violators will be fined between P2 million and P5 million.
