Erwin Tulfo, Vice Chairman of the Majority of the House of Representatives and ACT-CIS party-list representative, affirmed the sincere commitment of Speaker Ferdinand Martin Romualdez to helping poor families.

During the distribution of rice and cash assistance under the Cash Assistance and Rice Distribution (CARD) program in Tacloban City last Friday, Tulfo said Romualdez's heart for the poor is sincere.
“Personal ko pong nakilala ang Speaker noong ako po ay nagging DSWD secretary. A pong-ginawa that can be used for kausapin. Is it okay to talk to DSWD, how could it be otherwise, or how could it be otherwise? Nung sinabi kong meron, sabi niya that's good. Sabi niya kailangan kasi ng mga kababayan natin ng ayuda,” said Tulfo, who was tasked with introducing Romualdez to the program.
Tulfo said Romualdez created the Ayuda sa Kapos ang Kita Program (AKAP) to help people who have jobs but struggle to finance their needs.
