National Unity Party president and Camarines Sur Rep. L. Ray Villafuerte has reiterated his call for the adoption of a measure that will create permanent, climate-resilient shelters in all cities and municipalities for people forced to flee their homes during tropical cyclones and other disasters.

Villafuerte made the call following heavy southwest monsoon rains, which were further exacerbated last week by Super Typhoon Carina.
“This will provide safe shelters to unfortunate families who are forced to leave their homes during calamities or disasters – and put an end to the recurring sad scenario of public schools and even churches being used as temporary shelters by tens of thousands of evacuees until it is safe for them to return to their homes,” said Villafuerte, a former governor of Camarines Sur.
He said the measure, which passed the House of Representatives on third and final reading earlier this year, should be a priority in the third and final regular session of the 19th Congress.
